LCL allows outside organization and groups to use its Conference Areas when they are not needed for administrative use or for activities or programs sponsored in whole or in part by the Library. The permission to use facilities and meeting rooms is revocable and does not constitute a lease. The Library reserves the right to deny applications for use based on the availability of space and staff, frequency of use, or as otherwise outlined in the Guidelines.
Use of a Conference Area is limited to meetings and programs of an educational, cultural, intellectual, charitable, or civic nature. The Conference Areas may not be used for private parties, fundraising, or commercial events.
Conference Areas are not available for groups or individuals charging a fee in order to raise money, with the exception of library-sponsored groups.
Access shall be provided equitably, regardless of beliefs or affiliations of individuals or groups.
Permission to use the library facilities does not constitute an endorsement by the Library of the user or user's beliefs.
The Library will not advertise or promote any meeting or event unless it is a co-sponsor.
Meetings involving politics are permitted ONLY under the following conditions: The meeting is held in the form of an open forum with all political parties and/or candidates invited, in writing, to appear.
Conference Areas should be scheduled at least 24 hours in advance, and may be scheduled up to three months in advance. Cancellations should be made at least 24 hours before the scheduled meeting.
Meetings are to be held during regular library hours with the exception of library-sponsored groups or library-approved organizations. Please call the desired branch for those inquiries.
All library equipment will be set up and maintained by library staff. Any additional help needed must be directed to a staff member at the circulation desk.
The organization will be responsible for any and all damages which might result to the room and/or its contents. No material shall be posted on the walls. Lincoln County Libraries are not responsible for any losses or damages to any property belonging to the organization, its members or guests. The room must be left clean and in the same condition as found upon entering.
Smoking, use of tobacco products, drugs or alcohol is strictly prohibited in the library at all times.
The Board reserves the right to withdraw permission for the use of rooms or reject applications where there is a conflict with library activities or programs. Library activities or programs will have priority.
Youth groups using the room are required to have adult supervision at all times provided by the sponsor.
Meetings may be terminated and the privileges suspended for unsuitable conduct as determined by the staff member on duty.
